DISA ENCORE III

Defense Information Systems Agency (DISA) ENCORE III is a Multiple Award Contract (MAC) managed by the Defense Information Technology Contracting Office (DITCO). Individual Task Orders may be established to perform work in one of 19 performance areas which form the basis for providing information technology (IT) solutions for the development, installation, fielding, training, operation and life-cycle management of components and systems in the operational environments of Combatant Commands and their subordinate components, the military services, Defense agencies, Office of the Secretary of Defense (OSD) and other Federal agencies. DHS FirstSource II

The Department of Homeland Security’s (DHS) FirstSource program is a multiple award indefinite delivery/indefinite quantity (ID/IQ) contract. TWD is a subcontractor to Govplace.

The DHS FirstSource contract enables DHS to purchase a full array of information technology commodity products (hardware and software) and associated services.

DHS SEAD BPA

TWD is a subcontractor to Favor TechConsulting, LLC (FTC) for the Department of Homeland Security’s (DHS) Services for Enabling Agile Delivery (SEAD) Blanket Purchase Agreement (BPA). With a $300 Million ceiling, this 5-year BPA for Agile delivery support will enable DHS and its components to acquire hands-on coaching services in the design and use of modern Agile development techniques and best practices. This contract aligns with DHS Digital Strategy and supports the organization’s commitment to the unified adoption of sustainable Agile frameworks that deliver software and infrastructure capabilities in a consistent and reliable manner.

The SEAD BPA will allow deployment of Agile coaching professionals to provide hands-on mentorship, teaching, and technical expertise to build DHS programs’ mastery of Agile practices at the technical, process, and enterprise levels.

The scope of the BPA includes three levels of coaching to support Agile development efforts:

Enterprise – Provide organizational level assistance to support the adoption of Agile principles and practices, including change management.
Process – Assist teams in defining and adopting best Agile practices in development, requirements management, testing, and deployments, while being a primary contributor in the development of Agile policies, practices and processes.
Technical – Provide technical Agile coaching support to build team capability within DHS components for code development, automated testing and frameworks, test automation frameworks, production monitoring, and continuous delivery/integration in cloud based environments by guiding engineers on Agile technical best practices and emerging technology.

GSA Connections II

TWD is a subcontractor to AT&T for the GSA Connections II contract. The GSA Connections II contract is for the use of all federal agencies, authorized federal contractors, agency-sponsored universities and laboratories, and — as authorized by law or regulation — state, local, and tribal governments, and other organizations.

The Connections II acquisition encompasses a broad range of solution focus areas. The four solution types detailed in the table below are provided to demonstrate the core capabilities of this contract, without limiting its scope. Combinations of any or all of the four solution types are possible and encouraged when proposing a solution to a task order opportunity. Connections II solutions include the ability to provide labor-only services, equipment-only purchases, as well as total agency solutions.

Connections II Solution Types

Communications and Networking

Planning and construction of communications networks together with sensors, servers, and storage to support and optimize resource management and the distribution of information to empower decision-makers. Includes equipment to support information distribution in a variety of forms such as voice, video, and data and between humans and machines.

Building/Campus Facility Preparation

All site preparation to support telecommunications distribution systems such as cabling and wiring, power systems, associated support structures and services, and incidental construction.

Operations, Administration, and Management (OA&M)

The functions needed to manage a complex communications network such as maintaining the system configuration, including an inventory of equipment and assignment of network addresses; tracking performance data such as adherence to SLAs and network capacity monitoring; diagnosing and repairing faults and maintaining a help desk; collecting accounting information for billing; maintaining secure network operation; and coordination of all these functions.

Customer Service and Technical Support

Provide support on behalf of an agency such as help desk, Website, and electronic bulletin board construction and maintenance; back office support such as billing, planning, and financial support, etc.

Note: For all solution types, the contractor may:

  1. Provide labor or equipment or both
  2. Provide solutions and support for legacy facilities
  3. Provide solutions which are combinations of any or all of the above four solution types

GSA WITS 3

Through its prime contractor, Verizon Business, TWD offers a comprehensive, solutions-oriented approach for meeting agency requirements under the Washington Interagency Telecommunications System 3 (WITS 3) contract.

TWD’s WITS 3 contract offerings include a full suite of voice solutions — from basic local and long distance service to VoIP, cable installation, satellite, teleconferencing and audio/visual services, technical support and much more. The WITS 3 contract was awarded in 2008 with a 4-year base contract period and 4 one-year options. It has a ceiling value of $1.8 billion over the 8-year contract term.

NETCENTS-2 NetOps SB

TWD is a subcontractor to Abacus Technology for NETCENTS-2 NetOps SB. This contract is available to Air Force, Army, Navy, other DoD components, and Federal agencies to acquire services and solutions for network operations, production, and development. This IDIQ contract supports missions requiring secure voice, data, and video communications solutions. It focuses on enabling IT transformation through the life cycle management of core net-centric operations, infrastructure development, and telephony products and services.
