Larry Besterman has been the president of TWD & Associates, Inc. (TWD) since 2003 and CEO since 2008. Prior to assuming the position of president, he served in a number of operational and executive management positions including chief financial officer. Under Mr. Besterman’s leadership, TWD has enjoyed significant growth as measured by an increase of more than 150 percent in revenue, attributable both to acquisitions and organic growth.
During this time, the company has expanded its capabilities from traditional telephony, video conferencing, and LAN-based IT services to include digital transformation, application modernization, virtualized IT environments, and cybersecurity. Mr. Besterman completed a restructuring of the company in early 2012 that provides a platform for continued technology development and growth at TWD.
Mr. Besterman has more than 30 years of experience supporting and providing oversight to contracts for professional management and technology services to the Federal Government. His focus and commitment always have been on surpassing customer expectations for service, consistent with a high level of professional ethics and compliance with contract requirements.
Mr. Besterman received a bachelor of science from the United States Military Academy and a master of business administration in finance from George Mason University. Prior to joining TWD in 1993, Mr. Besterman served in the U.S. Army Corps of Engineers and worked in the government contracting industry as a consultant and program manager.
Vice President and Chief Information Officer

Ashwin Karkera was named TWD’s Chief Information Officer in July 2017. As the CIO, Mr. Karkera has three areas of responsibility. His primary responsibility is to help define and implement a standard service delivery process for IT services to TWD’s customers. He will oversee a governance process to ensure TWD’s best ITSS practices are captured on programs and incorporated into the TWD standard delivery process. He also will oversee implementation of the TWD Quality Management System. His other areas of responsibility are to perform as the chief solution architect for all Federal IT new business opportunities and provide executive oversight to the company’s new business proposal team.
Mr. Karkera has extensive experience implementing business-technology centric solutions in financial and educational sectors, project/program management, and federal government including but not limited to operations, networks, systems, application design and development, service level management, policy management and security operations.
Mr. Karkera holds a Bachelor’s degree in Electronics and Communications Engineering and a post-graduate diploma in Computer Applications from Greycells Technologies. He also holds certifications for Certified Information Systems Security Professional (CISSP), Project Management Professional (PMP), Certified Srum Master (CSM), Scaled Agile Framework (SAFe®) Agilist, PMI Agile Certified Practitioner (PMI-ACP®), ITIL and all AWS Professional and Associate Certifications.

Steve Estwick joined TWD in January 2010 and currently manages TWD’s Cloud & IT Services business sector. In this capacity, he is responsible for the corporate growth of these programs and the maintenance of continuing operations. With more than 20 years of industry experience, Mr. Estwick has held key leadership positions managing the lifecycle of enterprise level networks/systems and their required security and brings a broad array of IT knowledge focused on cutting edge solutions.
Recognized as a technology leader, he brings great value in IT solutions development, operational improvement, and technology focus. Mr. Estwick’s accomplishments include the successful leadership of: Verizon/MCI’s One Net operations and maintenance planning and procedures for upgrade; MCI’s Enterprise Call Center Migration; implementation of Missile Defense Agency NiPR/SiPR security practices; redesign and implementation of Department of Navy (NAVSEA) legacy NiPR Network; NMCI Network Consolidation and data services migration; Digital Media Services implementation for NAVSEA Headquarters; and managing the Department of the Army’s software release testing for Program Directorate Reserve Component Automation System (PD RCAS).
A veteran of the US Army, Mr. Estwick brings specialized knowledge and experience to TWD, which has contributed to the success of major programs within the company’s portfolio. Mr. Estwick obtained his Bachelor of Science degree from St. Johns University majoring in Computer Science and his Masters in Business Administration from the University of Colorado with an emphasis in Technology Management. Mr. Estwick is currently a graduate student in pursuit of his Ph.D. in Science and Technology Studies at Virginia Tech. Mr. Estwick either holds or has held the industry’s most prestigious and recognized certifications to include PMP, CISM, ITIL, CCNP and MCSE.
Brian Skapura leads TWD’s Application Services focused on advocating agile practices and processes across the entire TWD portfolio. Mr. Skapura has practiced agile since its inception when he worked at AOL. He has lead agile teams from the role of technical lead, managerial, project, program, portfolio and executive management.Read More
It is with great sadness that we announce that Brian Skapura, a highly valued member of the TWD family, passed away suddenly on February 28, 2021. This has been a shock and a deep sense of loss for all who knew and worked with him.
Brian joined TWD in December 2016 to take the helm of an important agile application contract, managing a large ecosystem of TWD employees and subcontractor teammates. This was no easy task, but Brian brought an understated and steady management style to the challenge, resulting in an exceptional number of achievements over the next 3 and half years. While he focused the team on performance, he never lost focus on the need to work hard and play hard. From chili cook-offs, to farewells for valued team members, to celebrations for team achievements – he knew that people are the engine that drives all success.
Brian expanded his role with us, to lead TWD’s Application Services advocating agile practices and processes across the entire TWD portfolio. He was a devotee of agile development dating back to its earliest days and was a patient teacher for staff members who wanted to learn more and an effective advocate for TWD within the industry. Many business partners benefited from Brian’s understanding of modern application development practices and appreciated his dedication to advancing our mutual interests.
