Larry Besterman has been the president of TWD & Associates, Inc. (TWD) since 2003 and CEO since 2008. Prior to assuming the position of president, he served in a number of operational and executive management positions including chief financial officer. Under Mr. Besterman’s leadership, TWD has enjoyed significant growth as measured by an increase of more than 150 percent in revenue, attributable both to acquisitions and organic growth.
During this time, the company has expanded its capabilities from traditional telephony, video conferencing, and LAN-based IT services to include digital transformation, application modernization, virtualized IT environments, and cybersecurity. Mr. Besterman completed a restructuring of the company in early 2012 that provides a platform for continued technology development and growth at TWD.
Mr. Besterman has more than 30 years of experience supporting and providing oversight to contracts for professional management and technology services to the Federal Government. His focus and commitment always have been on surpassing customer expectations for service, consistent with a high level of professional ethics and compliance with contract requirements.
Mr. Besterman received a bachelor of science from the United States Military Academy and a master of business administration in finance from George Mason University. Prior to joining TWD in 1993, Mr. Besterman served in the U.S. Army Corps of Engineers and worked in the government contracting industry as a consultant and program manager.

Christopher (Chris) Colavito joined TWD & Associates, Inc. (TWD) in 2011. Christopher (Chris) Colavito joined TWD in 2011. His more than 30 years of senior financial, business planning, and government contract expertise has helped lead TWD toward accelerated growth and higher shareholder value. He possesses outstanding leadership and analytical skills and is well-versed in government contracting.
Mr. Colavito’s diversified background includes business development; mergers and acquisitions; financing, accounting, and financial reporting; strategic, tax, business and financial planning and analysis; auditing; and risk management.
His work history and experience prior to joining TWD includes serving as senior vice president and chief financial officer at SCI Consulting Services, Inc., senior vice president and chief financial officer at Communication Technologies, Inc., vice president of finance at the National Rural Telecommunications Cooperative, as well as other significant positions in corporate controllership and auditing management over a 20-year span.
Mr. Colavito holds memberships in Financial Executives International (FEI) and the American Institute of CPAs, and is a graduate of Stern Stewart & Co.’s Economic Value Added program. He earned a bachelor of science in accounting from the C.W. Post Campus of Long Island University, School of Professional Accountancy, Greenvale, New York.
Vice President and Chief Information Officer

Ashwin Karkera was named TWD’s Chief Information Officer in July 2017. As the CIO, Mr. Karkera has three areas of responsibility. His primary responsibility is to help define and implement a standard service delivery process for IT services to TWD’s customers. He will oversee a governance process to ensure TWD’s best ITSS practices are captured on programs and incorporated into the TWD standard delivery process. He also will oversee implementation of the TWD Quality Management System. His other areas of responsibility are to perform as the chief solution architect for all Federal IT new business opportunities and provide executive oversight to the company’s new business proposal team.
Mr. Karkera has extensive experience implementing business-technology centric solutions in financial and educational sectors, project/program management, and federal government including but not limited to operations, networks, systems, application design and development, service level management, policy management and security operations.
Mr. Karkera holds a Bachelor’s degree in Electronics and Communications Engineering and a post-graduate diploma in Computer Applications from Greycells Technologies. He also holds certifications for Certified Information Systems Security Professional (CISSP), Project Management Professional (PMP), Certified Srum Master (CSM), Scaled Agile Framework (SAFe®) Agilist, PMI Agile Certified Practitioner (PMI-ACP®), ITIL and all AWS Professional and Associate Certifications.

Steve Estwick joined TWD in January 2010 and currently manages TWD’s Cloud & IT Services business sector. In this capacity, he is responsible for the corporate growth of these programs and the maintenance of continuing operations. With more than 20 years of industry experience, Mr. Estwick has held key leadership positions managing the lifecycle of enterprise level networks/systems and their required security and brings a broad array of IT knowledge focused on cutting edge solutions.
Recognized as a technology leader, he brings great value in IT solutions development, operational improvement, and technology focus. Mr. Estwick’s accomplishments include the successful leadership of: Verizon/MCI’s One Net operations and maintenance planning and procedures for upgrade; MCI’s Enterprise Call Center Migration; implementation of Missile Defense Agency NiPR/SiPR security practices; redesign and implementation of Department of Navy (NAVSEA) legacy NiPR Network; NMCI Network Consolidation and data services migration; Digital Media Services implementation for NAVSEA Headquarters; and managing the Department of the Army’s software release testing for Program Directorate Reserve Component Automation System (PD RCAS).
A veteran of the US Army, Mr. Estwick brings specialized knowledge and experience to TWD, which has contributed to the success of major programs within the company’s portfolio. Mr. Estwick obtained his Bachelor of Science degree from St. Johns University majoring in Computer Science and his Masters in Business Administration from the University of Colorado with an emphasis in Technology Management. Mr. Estwick is currently a graduate student in pursuit of his Ph.D. in Science and Technology Studies at Virginia Tech. Mr. Estwick either holds or has held the industry’s most prestigious and recognized certifications to include PMP, CISM, ITIL, CCNP and MCSE.

Brian Skapura leads TWD’s Application Services focused on advocating agile practices and processes across the entire TWD portfolio. Mr. Skapura has practiced agile since its inception when he worked at AOL. He has lead agile teams from the role of technical lead, managerial, project, program, portfolio and executive management.Read More

Mr. Skapura has practiced agile development since its inception when he worked at AOL. He has lead agile teams from the role of technical lead, managerial, project, program, portfolio and executive management.
Mr. Skapura is a technology advocate, with a career founded on leading organizational change. He has twenty plus years in diverse fields including Enterprise Information Management, Enterprise Architecture, Big Data, Enterprise Content Management, Development, Design, DevOps and Product Integration. His programs have garnered national and international awards and honors.
Mr. Skapura holds a Bachelor’s degree in Computer Science, a Master of Information Technology and a Master of Business Administration. He also holds certifications for Software Development, Decision Support Systems, Business Information Systems, Project Management Professional (PMP), and Master Project Manager (MPM).

Catherine (Cathy) Simpson joined TWD as Vice President, Business Development in March 2018. She brings more than 25 years of experience selling to the federal government, possesses outstanding leadership skills and is well-versed in government contracting.
With an expertise in building strategic partnerships through persuasion, negotiation and personal presence, Ms. Simpson is a leader who facilitates sales, marketing and business enterprises to support corporate objectives. She is energetic with an entrepreneurial spirit and possesses a team-oriented work ethic.
Ms. Simpson’s work history and experience prior to joining TWD includes supporting the Department of Homeland Security since its inception; assisting the agency in identifying and providing solutions that map to their needs, strengthen the agency, and protect our homeland. Her efforts to support DHS continue in her role at TWD.
Ms. Simpson has held leadership positions and continues to participate in organizations that foster communication between industry and the federal government, to include GSTC, ACT/IAC, and AFCEA. She attended VA Tech University in Blacksburg, VA where she studied Business and Communications.
