Larry Besterman has been the president of TWD & Associates, Inc. (TWD) since 2003 and CEO since 2008. Prior to assuming the position of president, he served in a number of operational and executive management positions including chief financial officer. Under Mr. Besterman’s leadership, TWD has enjoyed significant growth as measured by an increase of more than 150 percent in revenue, attributable both to acquisitions and organic growth.
During this time, the company has expanded its capabilities from traditional telephony, video conferencing, and LAN-based IT services to include advanced digital voice and video solutions, virtualized IT environments, and cybersecurity. Mr. Besterman completed a restructuring of the company in early 2012 that provides a platform for continued technology development and growth at TWD.
Mr. Besterman has more than 30 years of experience supporting and providing oversight to contracts for professional management and technology services to the Federal Government. His focus and commitment always have been on surpassing customer expectations for service, consistent with a high level of professional ethics and compliance with contract requirements.
Mr. Besterman received a bachelor of science from the United States Military Academy and a master of business administration in finance from George Mason University. Prior to joining TWD in 1993, Mr. Besterman served in the U.S. Army Corps of Engineers and worked in the government contracting industry as a consultant and program manager.
Mr. Besterman serves as a member of the Professional Services Council (PSC) Board of Directors. In his role at PSC and through other affiliations, he seeks to raise awareness of the business challenges facing mid-sized government contractors and advocates for acquisition improvement by participating in the organization’s Civilian Agencies Council.
Michael T. Lee

Michael (Mike) Lee joined TWD in 2007. He applies his 40-plus years of operations and sales leadership in the federal services market space to his work with all levels of TWD staff and management for accelerated sales, revenue growth, and diversification. Mr. Lee’s career has been dedicated to all aspects of services and systems delivery to outside clients: defense, federal civilian, and intelligence.
His range of corporate responsibilities and expertise includes venture capitalist/co-founder, chief marketing accountability, business development, contract execution and project management/delivery, and staff and line operation general management with full P&L accountability.
Mr. Lee’s comprehensive business development skills include strategic and tactical client account executive leadership, structure of sales processes, discrete capture strategy, tactics, bid pipeline development, review and decision, teaming alliances, marketing and investor communications, capture/proposal operations, research and competitive assessment and solution/task sales.
He has an outstanding experience base prior to joining TWD, which includes serving as L-3 Communications senior vice president business development, SI International co-founder and executive vice president of marketing and sales, CACI executive vice president of business development and other significant P&L vice president positions over a 20-year tenure, and Control Data Corporation senior technical consultant. At Boeing Computer Services, he received unparalleled Boeing line and program management training that formed the basis of his solid management skills.
Mr. Lee holds a bachelor of science in Computer Science from Virginia Tech.

Christopher (Chris) Colavito joined TWD & Associates, Inc. (TWD) in 2011. Christopher (Chris) Colavito joined TWD in 2011. His more than 30 years of senior financial, business planning, and government contract expertise has helped lead TWD toward accelerated growth and higher shareholder value. He possesses outstanding leadership and analytical skills and is well-versed in government contracting.
Mr. Colavito’s diversified background includes business development; mergers and acquisitions; financing, accounting, and financial reporting; strategic, tax, business and financial planning and analysis; auditing; and risk management.
His work history and experience prior to joining TWD includes serving as senior vice president and chief financial officer at SCI Consulting Services, Inc., senior vice president and chief financial officer at Communication Technologies, Inc., vice president of finance at the National Rural Telecommunications Cooperative, as well as other significant positions in corporate controllership and auditing management over a 20-year span.
Mr. Colavito holds memberships in Financial Executives International (FEI) and the American Institute of CPAs, and is a graduate of Stern Stewart & Co.’s Economic Value Added program. He earned a bachelor of science in accounting from the C.W. Post Campus of Long Island University, School of Professional Accountancy, Greenvale, New York.
Vice President, Navy and Marine Corps Programs

Steve Estwick joined TWD in January 2010 and currently manages TWD’s Navy and Marine Corps business sector. In this capacity, he is responsible for the corporate growth of these programs and the maintenance of continuing operations. With more than 20 years of industry experience, Mr. Estwick has held key leadership positions managing the lifecycle of enterprise level networks/systems and their required security and brings a broad array of IT knowledge focused on cutting edge solutions.
Recognized as a technology leader, he brings great value in IT solutions development, operational improvement, and technology focus.Mr. Estwick’s accomplishments include the successful leadership of: Verizon/MCI’s One Net operations and maintenance planning and procedures for upgrade; MCI’s Enterprise Call Center Migration; implementation of Missile Defense Agency NiPR/SiPR security practices; redesign and implementation of Department of Navy (NAVSEA) legacy NiPR Network; NMCI Network Consolidation and data services migration; Digital Media Services implementation for NAVSEA Headquarters; and managing the Department of the Army’s software release testing for Program Directorate Reserve Component Automation System (PD RCAS).
A veteran of the US Army, Mr. Estwick brings specialized knowledge and experience to TWD, which has contributed to the success of major programs within the company’s portfolio. Mr. Estwick obtained his Bachelor of Science degree from St. Johns University majoring in Computer Science and his Masters in Business Administration from the University of Colorado with an emphasis in Technology Management. Mr. Estwick is currently a graduate student in pursuit of his Ph.D. in Science and Technology Studies at Virginia Tech. Mr. Estwick either holds or has held the industry’s most prestigious and recognized certifications to include PMP, CISM, ITIL, CCNP and MCSE.
Vice President, National Security and DoD Programs

Robert Casteel joined TWD in 2012. He is responsible for supporting high profile national security-focused customers and programs, while increasing the company’s presence in the federal market. Mr. Casteel’s military experience in the field of electronic communications systems, maintenance and logistics support and his proven experience providing direct leadership of large and diverse teams of contract, civilian and military personnel provides him a unique understanding of Department of Defense and other national-security organizations.
Mr. Casteel retired from the Army as a Chief Warrant Officer Five in 2012 with 28 years of distinguished service. His last assignment was with the White House Communications Agency (WHCA) where he provided executive oversight of the Agency Maintenance Program where he developed and directed logistics policy and maintained oversight of daily operational readiness of the organization. His duties also included managing one of the largest professional services contracts in the organization for over five years and implemented a large scale logistics enterprise software system ensuring its seamless integration into the Agency’s ERP suite of products. He also led 32 separate travel teams successfully providing telecommunications and Audio/Video support for over 54 Presidential events where he maintained tight controls on risk, cost, schedule and quality.
Prior to his work at WHCA, he served as the Senior Training Developer for the Army’s Electronic Maintenance Military Specialties. Previous to this assignment, he served as a military advisor supporting the Office of the Program Manager – Saudi Arabian National Guard (OPM-SANG) where he was the liaison between industry contractors and the SANG Signal Leadership.
Robert holds an MBA with a concentration in IT Management from Trident University and a Bachelor of Arts Degree from Hawaii Pacific University.
Vice President, Civilian Agency Programs

Ashwin Karkera leads TWD’s business sector focused on all its programs that support Civilian Agencies of the federal government. Mr. Karkera ensures the company’s value-added services exceed customer expectations by continually working to align innovative technology solutions with enhanced business productivity. Prior to leading the Civilian Agencies business sector for TWD, Mr. Karkera was vice president for Technology Initiatives for The Engle Group (TEG), which was acquired by TWD in November 2012.
Mr. Karkera has extensive experience implementing business-technology centric solutions in financial and educational sectors, project/program management, and federal government including but not limited to operations, networks, systems, application design and development, service level management, policy management and security operations.
Mr. Karkera holds a Bachelor’s degree in Electronics and Communications Engineering and a post-graduate diploma in Computer Applications from Greycells Technologies. He also holds certifications for Certified Information Systems Security Professional (CISSP), Project Management Professional (PMP), Certified Srum Master (CSM) and ITIL foundations.
David B. Bivians

David B. Bivians joined TWD in 2001 and manages TWD’s Managed IT Service and Applications offerings. He works with business unit leaders to develop and bring to market managed service versions of the company’s technology solutions and services. Mr. Bivians has more than 30 years of experience managing and overseeing information technology projects and resources that delivered services to the federal government.
Mr. Bivians’ experience managing emerging technologies facilitated his ability to successfully plan and implement several multimillion-dollar IT programs/projects that aligned organizational goals with technology solutions that included intranet portals, extranet portals, and customer relationship management websites such as Plumbtree and SharePoint.
Mr. Bivians earned a Master of Arts degree in Information Technology Management from Webster University along with several professional certifications such as Lean Six Sigma Black Belt (LSS BB), Information Technology Infrastructure Library (ITILv3), Total Quality Management (TQM), and Microsoft Certified System Administrator (MCSA) certifications.

Chris Ackerman leads TWD’s Collaboration and Cloud technology solutions group, which is focused on the full suite of infrastructure and applications needed to deliver and operate UC services and other cloud hosted collaboration solutions for users. Mr. Ackerman is recognized as an expert in the IT engineering field of study and carries more than 20 years of experience that encompasses a wide spectrum of disciplines.
During his career, Mr. Ackerman has worked for telecom carriers, the healthcare industry, and government contractors. Commensurate with his technical background is his experience leading engineering staff through practical, value-engineered achievements.
Mr. Ackerman has specialized experience in the homeland security market, having served in key roles for several DHS contracted efforts. He worked as the lead engineering manager for the development of the DHS HQ migration to OneNet, coordinating solution development through DHS OCIO engineering, security, and the OneNet team. He also served as the principal engineer for the Coast Guard SBU network, managing complex communications challenges throughout the U.S. and its territories.
Mr. Ackerman earned a master of business administration in Technology Management and holds some of the information technology industry’s most prestigious certifications, including a CCIE, CISSP, and ITIL foundation.
