Financial Management

Effective financial management is critical for the success of any program -- in government, non-profits or business. TWD provides clients with the financial management experts and tools they need to ensure that estimates, budgets, tracking and reporting are faultless.

TWD's strong financial management expertise is based on the acquisition of highly experienced professionals with the skills and experience our clients need. Their financial management skills can be applied, generically or custom tailored for a project, to support any DOD agency/program.

TWD categorizes the vital steps associated with an effective financial management system into one of four phases: Requirements Definition, Budget Formulation, Execution Planning, or Financial Execution.

  • Requirements Definition

    TWD has in-depth experience in the development of detailed Statement of Work (SOWs) and cost estimates used to define a requirement. Our experts estimate costs through life cycle (LC) cost analysis, design-to-cost analysis and cost benefit analysis in support of several Navy programs.

  • Budget Formulation

    TWD's financial experts assemble a Program's defined requirements, then refine and translate them into issue papers, impact statements, and briefings used to support/defend budgets to those making resource decisions at all levels and phases during the POM process.

  • Execution Planning

    Using financial management information systems, TWD analysts develop accurate operating budgets. Our analysts have also assisted various agencies and programs to prepare obligation phasing plans, contract modifications, and tasking documents.

  • Financial Execution

    Financial execution must be founded on strict adherence to an accurate/updated operating budget. TWD is skilled in all aspects of financial execution including:

    • Financial tracking systems
    • Historical databases
    • Record keeping

TWD processes Reallocation Notices used to move funds from one requirement to another to assure emergent items or changes resulting in successful achievement of mission goals.

TWD provides program appraisal by conducting financial status reviews and cost/schedule assessments. TWD is also expert in appropriation and contract closeout support, which ensures the recoupment of unused funds so that the government may redistribute to other projects.
